Holy cow, not much tread on that steering tire!! 😲
The steer tires have side ribs like they started life as rough tread tires, back then they were called mud grip treads. I have heard old timers say some roads were not asphalt back in their early freight careers, especially where deliveries were made to cusotmers in rural areas. I noticed the driver's name Tommy lettered on the side.
The tractor is an International, maybe Breeze can enlighten us on the year/model.

My dad said that tires were gold during the war years.
You ran what you could get, most all were regrooved or vulcanized if the hole was not too large.
