That's not bad management. That's a bad driver. He hit something and failed to stop and check, that's on him. And the fact that he not only lied about hitting what he believed was a mailbox, but wilfully drove away from hitting anything at all without stopping to check the damage is just further proof that he's a bad driver.
I agree with the failure to stop, however the driver is not the only one who failed this child. This bus driver was parked perpendicular to a highway and having the child run across the highway to the bus. In this case the child is to be escorted with a portable sign to the bus
