mouroun gave a 'loan' ($50,000) to the family of the former mayor of detroit, who is presently serving a long prison term. this is most likely a hush payment so some shady business deal(s) don't come to light.

Moroun giving hush money? Probably has something to do with that new bridge project. He likes owning the only bridge to Canada and doesn't want any competition.
