Not good. Wonder if a young driver, with little experience had anything to do with this? Sounds like he may have been in emergency lane trying to slow down ? Maybe hot brakes?

I just saw that. Very sad...He's 23 years old and in jail for vehicular homicide.
I was thinking the exact same thing, he may not have known that was a runaway ramp.Updated story.

I would like to know if he received his CDL legally. By law it states you must be able to read, and write the English language enough to communicate with law enforcement, the public, and be able to read and understand road signs. A video showed him clearly driving past a runoff ramp. May not have been able to read the sign.
If he can’t speak English, then the feds should go right to the Texas DMV location that issued the CDL, and charge the person who issued it also.I was thinking the exact same thing, he may not have known that was a runaway ramp.
The person who issued the CDL most likely doesn't speak English too Texas is basically Mexico now Reconquista. If he can’t speak English, then the feds should go right to the Texas DMV location that issued the CDL, and charge the person who issued it also.
Limited English language the report said. Like I was saying on a previous post on this thread. Now the DOT needs to go to the Texas DMV, or wherever state location that issued his license, and charge the employee as part responsible for issuing a CDL to an unqualified applicant, thus resulting in this accident...
If you have trouble speaking english, there's no way you can read it, signs, bills, maps, you name it, it sure doesn't make sense, and whoever hired him probably was paying him peanuts if that, and most likely already folded and is in the process of popping up with a new name, and cheap rates.Limited English language the report said.
