How does that work with bidding? Some guys like the straight trucks and bid that route. What about unassigned guys that don't always get a route and have to work the dock?

I would guess that they would to have to treat FedEx Direct as a separate opco like “ground” or “office”, but is assigned and works out of a Freight center. “Direct” routes would not be part of the city bid, but could be covered by city drivers if needed.
