Yes, it's normal. Lots of terminals have DSR lead men doing route planning and running dockstands for OB and FACs. It's been going on as long as I've been with them, and I've been here a lot longer than 3 years.

Well, if you knew that, why didn't YOU tell someone? Then he could have gotten fired, too- and your problem would be solved.
Regardless, the fact that those other people got themselves fired is irrelevant.
this DSR told a couple guys that he makes $70K for years now due to being "lead dock guy" comes in way early, works hourly wage 10-14 hours a day.
So are you mad because he can't do the job, or are you mad because he's making more money than you and you think he's not working hard enough for it?
If you don't think he can do the job, you're going to need more than, "he's not driving". Does the freight get delivered and picked up? Does IB and OB close on time? If so, it'll be hard to show that he's incompetent. (And really, your opinion doesn't matter anyway- but we're pretending that it does.)
If it's just because you think he's getting easy hours, then you're just going to have to get over it. People make the same gripe about driver trainers and driving school instructors. Someone has to do those jobs- and it's probably better that they aren't job selected.

I'd like to know what you think makes you and the others more qualified. Even if you are, does anyone know that you're interested in the job? Are you a positive employee on good terms with your managers? If all you ever do is whine about how lazy that guy is with his BS job, why would they think you want it?
