Must be a hub thing.. The only city drivers in my building that have an R Unit are the ones that have been there for 25 years. Even then, they have R15 and R17 units.
That makes sense. Keeps miles low because PMs can be an issue at a building with no shop. At a hub, AM runs slip seat with PM runs so those tractors aren't available for city peddle routes.
