MINUTES OF PUBLIC HEARING
Thursday, November 12, 2015
Roll Call The Public Hearing of the Village of Chicago Ridge Planning and
Zoning Board was called to order at 7:40 p.m. by Chairman Meslar.
On roll call by the Secretary, the following members were:

PRESENT: Chairman Meslar, Commissioners Zarnowski,
Fletcher, Stortz, McQuaid, Pratl and Salzer.

Public Chairman Meslar called the Public Hearing to order regarding the
Hearing rezoning of the following legally described property located at
10020 S. Harlem Avenue,
10301 S. Harlem Avenue and 10538
Southwest Highway from its current zoning classification of M-1
(Restricted Manufacturing District) to RMU (Regional Mixed-Use).
Mr. Patrick Brankin introduced himself as the Attorney from Shane
Banks representing YRC.
Attorney Mike Stillman was not able to
make this meeting. Chairman Meslar informed Attorney Brankin that
this meeting was being recorded and that he was still sworn in and
under oath.
Chairman Meslar informed the Board that he had spoken to Attorney
Stillman and because this property is still under negotiations that
they would like the Board to agree to a continuance until May 12,
2016.

With the agreement of Attorney Brankin and no further questions
from the Board, Commissioners McQuaid motioned and Salzer
seconded to continue the Public Hearing to May 12, 2016.
On roll call by the Secretary, the following members voted:
AYE: Chairman Meslar, Commissioners Zarnowski,
Fletcher, Stortz, McQuaid, Pratl and Salzer.
Close On voice vote all members present voted unanimously to close
Public this Public Hearing at 7:55 p.m. until May 12, 2016.

Partner
Patrick T. Brankin practices in the areas of land use, zoning, municipal law, civil litigation, developer incentives, government relations, and liquor and business licensing.

As a litigator, he has represented plaintiffs and defendants in matters involving contracts, land use, foreclosure, landlord/tenant relations and torts. Mr. Brankin has appeared before numerous boards and commissions of municipalities, counties and the State of Illinois.

He is the Village Attorney for several of the firm's municipal clients. As part of that role, he has successfully prosecuted hundreds of cases dealing with a broad range of land use, zoning and municipal code enforcement and other issues involving municipal law.

Mr. Brankin co-authored Chapter Nine of the 2004 Illinois Institute for Continuing Legal Education Land Use Law handbook entitled "Litigation of a Zoning Case," and frequently gives presentations on land use, zoning and legal issues impacting municipalities.

Mr. Brankin is an adjunct professor at Loyola University Chicago School of Law where he teaches classes involving land use and zoning law.

Roll Call The Regular meeting of the Village of Chicago Ridge Planning and Zoning
Board was called to order at 7:30 p.m. by Chairman Meslar. On roll call by
the Secretary, the following members were:
PRESENT: Chairman Meslar, Commissioners Zarnowski,
Fletcher, McQuaid and Prati.
ABSENT: Commissioner Stortz and Salzer.
Minutes of Commissioners McQuaid moved and Zarnowski seconded to accept the
Regular minutes of the Planning and Zoning Meeting dated February 11, 2016
Meeting as submitted. On roll call by the Secretary, the following members voted:
-- AYE: Chairman Meslar, Commissioners Zarnowski,
Fletcher, McQuaid and Pratl.
Unfinished The Board received and read a letter to Chairman Meslar from Attorney
Business Michael B. Stillman. The letter stated for the Board to be advised that
the Village of Chicago Ridge intends on proceeding with the continued
public hearing request of the rezoning of Harlem Avenue, which is now
scheduled for May 12, 2016. That is the Village intends on preparing
evidence and witnesses for that date.

New The Board talked about the new Oncology Center that will be going in
Business on Southwest Highway and that it is great to be getting this new business.
Mail/Notes There was no Mail or Notes.
Public There was no Public Comment.
Comment
Adjournment With no further business to discuss, Commissioners McQuaid moved
and Zarnowski seconded to adjourn this meeting at 7:50 p.m. On roll call
by the Secretary, the following members voted:
AYE: Chairman Meslar, Commissioners Zarnowski,
Fletcher, McQuaid, and Pratl.
