Thats why your name and local number is printed on the outside of the middle return envelope, so that if someone is ruled ineligible, then that can be determined, without seeing the actual ballot. If your name isn't on an ineligible list, then your ballot envelope is removed from the envelope with your name on it and deposited in with the rest of the nameless envelopes until they're all counted, at the same time.

There are three envelopes total, one containing the ballot itself, one containing the envelope with the ballot in it, with your name and local and one containing the two other envelopes that goes in the US Mail carrying the ballot to Lanham, Maryland.

Its not perfect but its what we have.
