How about this.....
Why not a combination of suggestions. Go to casuals at full rate. Make a provision for those w/so many years vested able to retire, but still allowed to work as casuals during busy season, w/preference for hire. This allows them to enjoy their money, but everyone else the ability to get to the top faster.
