Outside of unions, most people would likely argue that this is how most businesses should be run like a meritocracy. Those who perform well and succeed at their jobs should be promoted, get paid more, become the boss, and ultimately the leader of the organization. On the flip side, those who can’t hack it eventually get bad reviews and leave the organization. You can see this somewhat in effect in the cutthroat Wall Street up or out promotion culture, but there are few other places you see something like this in effect.
I specifically called out labor unions are the opposite of a meritocracy as they breed unified pay scales and similar systems designed to be specifically counter-meritocracy. Some bosses and managers claim they are impartial and fair, but actually just promote those who look, act, and work like they do. Anyone who has spent more than a few years in cubicle land has seen undeserved promotions and deserving people looked over. It is almost laughable that some big businesses claim to promote the best performers when, in fact, managers are more likely to promote team members they simply like better.

Not a very good example SC Freight or aka ex396. May I remind you of a baseball superstar that was wrongly held back from being paid for his stellar performances. That name would be Curt Flood. And lets not forget one can be the best player in baseball and not get a raise or any thing extra for the first five years of their career in the majors. Players have agents that handles the contract talks with the teams.Simple. MLBPA
I've been in LTL at both union and non-union carriers in hourly positions and management positions. I now have clients that are both union and non-union that I provide a service for (not an employee). That's numerous perspectives. From not one of those perspectives do the Teamsters look good to me. I can understand how a certain type of worker would find much benefit in membership.

Set minimum pay rates much lower and award merit pay based on "merit". Allow step increases based on performance, safety record, other objective metrics.
There you go, on cue, right from the victim script. You know there are plenty of men and women out there that do an above average job, with pride, and aren't company suck asses. They deserve more than those who do the bare minimum to get by.
