FedEx Sees ‘Flat’ Shipments in Fiscal 2010
FedEx Corp. predicted that shipping volumes will remain “relatively flat” in the fiscal year started last month amid “continued softness in demand,” Bloomberg reported.
Chief Financial Officer Alan Graf said last month that the economy was so volatile that FedEx couldn’t give a full-year earnings forecast, Bloomberg said.

DOT Doubles Weekly Stimulus Payout
Disbursements jump $160 million in latest week as transport bills roll in
Stimulus payouts by the Department of Transportation, for bills on construction projects around the country, jumped by $160 million in the week ending July 10, or nearly twice the amount it spent the previous week.
Much of that money is being spent by state governments for highway and bridge repairs on interstates and other roads, but states are also spending it on freight and passenger rail projects, some inland barging facilities, seaports and airport projects.
The administration has been under fire, in the five months since President Obama signed the $787 billion Recovery Act into law, for not pushing the stimulus money faster through the sunken economy. However, the bill was designed to spend most funds over two years. A fast injection into existing benefit programs including Social Security was planned, but other features, from payroll tax cuts to state project spending, were supposed to take longer to pay out.

FreightWatch: Cargo theft rises
While thefts rates vary between commodity groups and industries, across the board the average loss per cargo theft incident is sharply on the rise, according to global logistics security provider FreightWatch International's Bi-Annual Cargo Theft Report.
FreightWatch recorded 74 cargo theft incidents in June, well beyond the average of 48 to 50 thefts per month recorded throughout 2008 and 2009. Cell phones, in particular, are being stolen at a rate 50 percent higher than in 2008, while average loss per incident has risen from $1.1 million in 2008 to $2.1 million in 2009.

Poll Finds Americans Sympathetic to Weight Limit Increase -- IF it Helps Economy, Safety
The majority of Americans favor raising truck weight limits, according to a survey by the Coalition for Transportation Productivity - if such an increase would contribute to improvements in safety, fuel economy and congestion.
The survey found that more than half of Americans surveyed support allowing trucks with proper safeguards to carry more weight on U.S. interstates as a way to make roads safer, reduce environmental impact and strengthen the economy.
Using live operator telephone calls, pollster Wilson Research Strategies surveyed 1,000 American adults from June 16-22, 2009. The sample was stratified to be demographically and geographically representative of the national adult population.

Stocks closed higher after a staging a late rally triggered partly by positive comments from the economist known as "Doctor Doom."
After drifting for most of the session, the market began climbing when Reuters reported that Nouriel Roubini, a longtime pessimist, said the recession could be over by the end of the year.

Art Cashin: Stock Market is 'Now Overbought'
JPMorgan Chase reported 36 percent rise in quarterly profit, topping Wall Street forecasts. Meanwhile, CIT Group said it would not get government bailout funds; many see bankruptcy as inevitable for the lender, with possible dire consequences for small and medium businesses.
JPMorgan "had the TARP money foist upon them," Cashin declared. "They're having some difficulty getting it straightened out. But it's a very strong company."
However, he noted, there are negative ramifications of this week's events in the financials sector: "The outlook for the consumer, for credit, is not glowing."

Conservative Group Hit Up FedEx in UPS Dispute
Report says group asked for donation in exchange for endorsement in labor dispute
A major conservative interest group asked FedEx for a $2 million to $3 million donation in exchange for the group’s backing in a legislative battle with UPS, according to a published report Friday.
Politico quoted an official at the American Conservative Union who said the group did not receive money from UPS.

UPS Says No ‘Pay to Play’
Carrier responds to report that group sought money from FedEx over labor issue
UPS said Friday it did not pay for support from a conservative group that was reported to have solicited donations from FedEx in the package carriers’ legislative battle over labor law.
A FedEx spokesman, meanwhile, said that company provided Politico the letter from ACU Chairman David Keene after that group and others issued a statement supporting UPS and a legislative measure that would make it easier for labor unions to organize FedEx Express workers.
The UPS spokesman would not discuss whether the company provides financial support for the ACU, Americans for Tax Reform and other groups that earlier this week attacked FedEx in its fight with UPS.

Union employees could receive ballots on wage cuts, company offer by next week
Financiallytroubled YRC Worldwide could see results of a critical vote by its Teamsters drivers on dramatic changes to the labor contract by the first week of August.
Teamsters at the motor carrier will begin to receive ballots as early as the week of July 20 for a vote on a plan to steer the troubled carrier clear of bankruptcy.
If the process runs smoothly, YRC and the Teamsters could seal their deal two weeks later.

Spending for transportation or 'nothing else,' committee chairman warns
Any more legislation that Congress passes to stimulate the economy will be dedicated solely to highways, Rep. James L. Oberstar, chairman of the House Transportation and Infrastructure Committee, said July 16.
“If there is going to be a second stimulus, it’s going to be highways or nothing else,” Oberstar told members and witnesses at a Highway and Transit Subcommittee hearing, ramping up the heat on a dispute between members of Congress and the Obama administration over federal spending and transportation.

Senate to Drop ‘Card-Check’ Provision, Times Reports
Democratic senators have decided to drop a provision that would have allowed workers to form a union if a majority of employees sign cards, the New York Times reported Friday.
Though Democrats have 60 votes in the Senate, several Democratic senators have voice opposition to the provision and announced their intentions to vote against the bill if card check were a part of it.

YRC chairman: Nonunion workers probably won’t take further cuts
YRC Worldwide Inc.’s nonunion employees probably won’t take further cuts if International Brotherhood of Teamsters workers approve another round of concessions, company Chairman and CEO Bill Zollars said.
The nonunion workers, who constitute about 14,000 of YRC’s 49,000 total employees — or about 29 percent of the work force — early this year took a 10 percent wage cut that now has been extended, along with the suspension of 401(k) matches and benefits cuts.

Third consecutive increase points to easing recession, beginning of recovery
Leading indicators show increasing strength in the U.S. economy during June, according to a research group.
The Conference Board Leading Economic Index for the United States increased 0.7 percent to 100.9 in June, the third consecutive monthly gain for the index. Based on revised data, the index increased 1.3 percent in May and increased 1 percent in April. During the six-month span through June, the leading economic index increased 2 percent, with five out of ten components advancing.

Truck Orders Down 51 Percent for June
Class 8 commercial truck net orders for June were down 51 percent from last June due to a high cancellation rate. According to the State of the Industry report by ACT Research, medium-duty orders were also low.

S&P Hits 8-Month High Amid Earnings Optimism
Stocks rallied to the finish line Monday after a wobbly morning as a CIT deal to avert bankruptcy and strong earnings gave investors cause for optimism.
Giving stocks a little extra juice a half-hour into trading: Leading indicators rose for a third straight month, suggesting the recession may be winding down. Leading indicators rose 0.7 percent in June, following a upwardly revised 1.3-percent gain in May, the Conference Board reported. Economists had expected a more modest gain of 0.5 percent.

Goldman Sachs issued a bullish note on the S&P 500, raising its target for the index to 1060 from 940 by year's end. :clap::clap:

Stocks Roar on Positive Leading Indicators
The discouraging June jobs report published two weeks ago has been overtaken by some really positive leading indicators for the economy.
And today, the Index of Leading Indicators (LEI) from the Conference Board provided the most bullish sign yet that the recession is ending.
For the first time in four years the LEI is up three straight months, with a better-than-expected 0.7 percent gain in June following upwardly revised gains of 1.3 percent in May and 1 percent in April. Higher stock prices, falling first-time jobless claims, rising housing starts, and a steep upward sloping Treasury yield curve led June’s advance.

The largest Teamsters pension fund dropped YRC Worldwide, the largest unionized trucking company, as its Teamster employees prepare to vote on whether to accept a 15 percent wage cut and a suspension of company pension contributions.
The Central States Southeast and Southwest Areas Pension Fund notified the principal officers of Teamster union locals last week that its trustees had decided to “terminate the participation” of YRC and USF Holland in the fund, effective July 9.

Truck maker's worst-ever quarterly loss comes amid collapsing sales worldwide
Sweden’s Volvo AB, the world’s second-largest truck maker, on July 21 reported its worst-ever quarterly loss amid collapsing sales worldwide.
The Gothenburg-based company swung to a second-quarter net loss of $725 million from a $666 million profit a year ago as revenue declined 33 percent to $7 billion from $10.5 billion.
The company recorded an operating loss of $901 million, compared with a year-earlier profit of $935 million.

FedEx Expands Hybrid-Electric Fleet
Conversion of 92 vehicles to save fuel, cut emissions
FedEx converted 92 standard FedEx delivery trucks to hybrid-electric trucks. The addition boosts the carrier’s hybrid fleet to a total of 264, the largest fleet of hybrid delivery trucks in North America.
The FedEx hybrid-electric fleet has already logged more than four million miles of revenue service since 2004, reducing fuel use by 150,000 gallons and carbon dioxide emissions by 1,521 metric tons.
Freightliner Custom Chassis Corporation and Eaton Corporation produced the conversions in Charlotte, N.C., during the past six months using 2000 or 2001 models with 300,000 to 500,000 miles on them.

Marten Reports Higher Second-Quarter Income
Refrigerated truckload carrier Marten Transport’s second-quarter net income rose 29.1% to $4.5 million, or 20 cents a share, from $3.5 million, or 16 cents, a year ago.
Purchased transportation fell 17.1% to $25.9 million, from $31.3 million in the same quarter last year.

Truckload Fleets Slash Driver Pay to Trim Expenses
About one-third of truckload fleets have cut driver pay over the past 12 months as carriers strive to trim expenses during the extended freight recession, a new survey has reported.
“The recession is the driving factor for the reductions,” said Gordon Klemp, principal of NTI, Kansas City, Mo. “In the current freight environment, carriers have been forced to turn over every stone to save money. When you have a glut of drivers, quality drivers come knocking at your door, and these people usually are available for less.”

Wabash Receives $35 Million Investment
Trailer Investments will invest $35 million in Wabash National as part of a securities purchase agreement. Trailer Investments was formed for this purpose by Lincolnshire Equity Fund III, a private equity investment fund managed by Lincolnshire Management.
"This capital infusion will fortify our balance sheet, allowing us to put in place a capital structure that meets the needs of the company during this economic downturn, including to obtain needed accommodations under our existing credit agreement," said Dick Giromini, Wabash National president and CEO. Old Dominion Profit Plummets 55 Percent
Tonnage declines, pricing gets highly competitive
Old Dominion Freight Line earned a profit of $10.7 million in the second quarter, down 55 percent from a year ago, as tonnage declined and competitive pricing drove the operating ratio up.
Revenue for the quarter was $316.2 million compared with $417.8 million for the second quarter of 2008, down 24 percent.

Old Dominion’s operating ratio was 93.2 percent for the second quarter of 2009 versus 89.7 percent a year earlier.

ABF Freight Loses $15 Million
LTL carrier's yield plummets 13.1 percent as tonnage decline deepens
Less-than-truckload carrier ABF Freight System lost $15.4 million in the second quarter, the company said July 21, on steep declines in volume and pricing in the trucking business.
The loss was better than the $18.2 million the Fort Smith, Ark.-based carrier lost in the first quarter, but the 17 percent slide in tonnage and the 13.1 percent drop in yield, a signal of eroding pricing, were far worse in the quarter ending June 30 than earlier in the year.

Weak global demand for heavy equipment, staff cuts slash earnings
Truck and heavy equipment manufacturer Caterpillar earned a much smaller profit in the second quarter as sales dived and the company absorbed the cost of layoffs.
Net profit of $371 million was down 66 percent compared with last year’s second quarter. Revenue fell 41 percent to $7.9 billion as equipment and engine sales fell 43 percent.
Cost cutting included a reduction in the work force by some 22,000 positions as well as cut backs in production at plants around the world.

UPS Profit Falls 49 Percent
Weak economy cuts into shipping demand
UPS saw its net profit fall 49 percent in the second quarter, to $445 million, and the company said it expected the economy that has cut deeply into shipping demand to remain just as weak in the coming months.
“The business environment in the third quarter should be similar to the second quarter,” UPS Chief Financial Officer Kurt Kuehn said.
Most of the demand drop in the domestic package business came in the ground segment, which was off 5.4 percent. Overnight and deferred domestic air volume was almost flat in the quarter, although yield in the next-day delivery business fell 20 percent compared to last year. Overall yield for domestic shipping also fell 2.2 percent from the first quarter to the second, a strong signal that price increases the company had announced for this year have apparently fallen away in the face of declining demand

Con-way’s 2Q Profit Falls
Con-way Inc. said its second-quarter income fell to $33 million, or 64 cents per share, compared with $50.4 million, or $1.02, a year ago.
Revenue fell 21.2% to $1.1 billion, Con-way said in a statement late Thursday.
Con-way Freight, the company’s less-than-truckload unit, saw sequential volume increase each month of the quarter, Con-way said.
Con-way Freight had an operating income of $49 million, a decrease of 36.7% from a year ago. Its revenue fell to $638 million, down 22.6% from last year's revenue.

Trucker Vitran Turns Slim Profit
Shipment, tonnage improvements offset weak pricing environment
Canadian trucker and supply chain manager Vitran returned to profitability in the second quarter, led by its less-than-truckload and logistics businesses.
Vitran earned $400,000 on revenue of $158.7 million for the quarter ended June 30, 2009. In the comparable 2008 three-month period, the company earned a $4.6 million profit on revenue of $196 million. Vitran reported a net loss of $2.4 million for the first quarter and a loss of $3.2 million in the fourth quarter of 2008.
The company’s logistics business equaled its all-time best profitability with income from operation of $1.4 million and an operating ratio of 92.3 percent. The LTL segment posted income from operations of $1.2 million, with an OR of 99.1 percent. The truckload segment achieved income from operations of $256,000, with an OR of 97 percent.

Shares of trucking company Con-way rise after second-quarter profit tops Wall Street forecasts
Shares of trucking operator Con-way Inc. surged Friday after the company reported better-than-expected second-quarter profit and a JPMorgan analyst upgraded the stock.
The shares gained $5.03, or 14 percent, to $40.99 in morning trading.
JPMorgan raised its rating to "Overweight" from "Neutral," saying the second-quarter results indicated Con-way could be poised "for a significant turn" in earnings per share even if rival YRC Worldwide Inc. doesn't file for bankruptcy protection.

Revenue tops $1 billion as LTL unit demand edge up, pricing slide
Trucking and logistics company Con-way returned to profitability in the second quarter, reporting $31.5 million in net income on $1.1 billion in revenue. The company lost $153 million in the first quarter, on $962.9 million in revenue.
Sequential month-to-month growth in freight volume and demand for logistics services helped lift the company despite the recession and pressure from customers to lower its rates. Con-way also credited savings from cost-cutting initiatives, including layoffs and salary and wage reductions.
Overcapacity in the less-than-truckload and truckload markets is keeping a lid on pricing, however, limiting the company's ability to improve its yield.

Saia Loses $1.7M
Tonnage, shipments, weight, yield decline in weak shipping environment
Saia lost $1.7 million in the second quarter on revenue of $218 million, which was 21 percent lower than in the prior year quarter. Last year before the recession had its full impact on the freight economy, Saia earned a net profit of $5.3 million in the second quarter on revenue of $276 million.
The Johns Creek, Ga.-based multi-regional less-than-truckload carrier said tonnage was down 6.2 percent from the prior year quarter as LTL shipments per workday were down 3 percent with a 3.4 percent decrease in weight per shipment.
On April 1, the company reduced executive compensation by 10 percent and cut wages 5 percent for hourly, linehaul and salaried employees in operations, maintenance and administration.

ATA Economist: There Are Signs of Life in the Desert
It's been a steep downhill slide, the worst in decades, and recovery will be slow, but there are indications that we are approaching the bottom, says Bob Costello, chief economist for the American Trucking Associations.

At the event, the NAM and the Department of Commerce stressed the crucial role that the current voluntary system plays in America's ability to be globally competitive, and its importance in the creation of good jobs in technology sectors.

UPS spent over $1.4M lobbying government in 2Q
UPS Inc., the world's largest shipping carrier, spent more than $1.4 million in the second quarter to lobby on Federal Aviation Administration reauthorization, aviation technology and safety, and competition issues, according to a recent disclosure form.
The Atlanta-based company also lobbied on renewable energy, trade agreements, health care reform and alternative fuel vehicles. UPS, also known as United Parcel Service, has been promoting efficient vehicles that protect the environment and save on fuel.
UPS spent more than $1.3 million lobbying the federal government in the first quarter and more than $5 million lobbying the federal government last year.

FedEx Corp. said it has named Mike Moss as president of FedEx National LTL, the parcel carrier’s long-haul less-than-truckload unit.
Moss replaces Bob Simons, who announced in April that he would retire. Moss took the position on June 1, FedEx said in a statement Friday.

Appeals court upholds federal judge's decision to block FedEx class action lawsuit
A federal appeals court ruled Monday that a group of FedEx Corp. employees who claim the company failed to pay them for all hours worked cannot form a class action group.
A three-judge panel of the 11th Circuit Court of Appeals upheld a federal judge's decision to block the hourly employees from filing a class action lawsuit.
FedEx spokesman Sandra Munoz said the company was "delighted" by the ruling, and she cited the court's ruling that the company never directed employees to work off-the-clock.

Global Trade Volume Dropped in May
Global trade volume fell by 1.3 percent in May, compared with April based on preliminary data, according to the CPB Netherlands Bureau for Economic Policy Analysis.
According to the report, world trade volume was down by 3.6 percent in March through May, compared with the preceding three months, December through February. The negative momentum in the three months through February was much bigger at negative 12.7 percent, however. Although no region has yet to show positive trade momentum, trade volume in Asia was close to stabilization, the report said.

Truck Tonnage Drops in June
Largest year-over-year decrease of current cycle
Truck tonnage dropped sharply in June after solid gains in May, according to the American Trucking Associations.
ATA’s advance seasonally adjusted For-Hire Truck Tonnage Index fell 2.4 percent from May to June. In May, tonnage jumped 3.2 percent. June’s decrease, which lowered the index to 99.8, wasn’t large enough to completely offset the robust gain in the previous month.
But compared with June 2008, tonnage fell 13.6 percent, a much harder fall than May’s 11 percent year-over-year drop. June’s contraction was the largest year-over-year decrease of the current cycle, exceeding the 13.2 percent drop in April.

Pacer’s Sells Truck Operation
Buyer expects $30-$40 million of extra revenue from deal
Intermodal and logistics firm Pacer International, in a sharp change in some of its transport operations as it struggles with steep losses, will sell its heavy-haul Pacer Transport trucking business to Universal Truckload Services, the companies said Monday.
They did not disclose sale terms. Universal said acquiring certain assets of Pacer Transport will add $30 million to $40 million to the trucker’s revenue. That Pacer operation, Universal said, has 99 company trucks, 480 owner-operators and about 130 agents.

New $90 Million Facility Bolsters Economic Development in the Ohio Region
As part of an ongoing national expansion plan, today FedEx Ground, the small-package ground delivery unit of FedEx Corp., (NYSE: FDX - News), is celebrating the opening of a major distribution hub in Perrysburg Township, Ohio, replacing its existing Toledo operation. Joining the celebration of the more than $90 million facility is FedEx Ground president and CEO David F. Rebholz and FedEx Ground Central Division vice president Jim Primm.
The new 584,000 square-foot operation sits on 130 acres of land and is nearly five times the size of the original facility on Reynolds Road. It features advanced material-handling technology that will boost processing rates to 22,500 packages per hour on 15 miles of conveyor belts. With projected future expansion, the facility will have the capability of processing 45,000 packages per hour at full capacity.

Paccar Profit Dives 92 Percent
Lower margins, plant shutdowns, reduced build rates slash earnings
Truck manufacturer Paccar earned $26.5 million in the second quarter compared to $313.5 million earned in the comparable period a year ago. The 92 percent dive was the result of lower gross margins, temporary plant shutdowns and reduced build rates, the company said. Second quarter net sales and financial services revenue added up to $1.85 billion compared to $4.11 billion in 2008.
Without a one-time pretax gain of $47.7 million, which offset an operating loss from the truck segment of $36.5 million, Paccar would have been in the red.
“These results reflect the impact of a recessionary economy on freight shipments and truck purchases worldwide,” said Mark C. Pigott, chairman and chief executive officer.

Trucker Covenant Loses $3M
Trucker hauls less freight at lower rates with more accidents
Truckload carrier Covenant Transportation Group lost $3.1 million in the second quarter of 2009 as freight revenue fell 19.4 percent to $129.2 million.
"Our results for the quarter reflected continued weak freight demand, excess tractor and trailer capacity in the truckload industry, and significant rate pressure from customers,” said Chairman, President and CEO David R. Parker.

New Texas Laws Affecting Truckers Effective Sept. 1
The Texas Motor Transportation Association reports that the state's recent 81st Legislative Session resulted in a number of laws affecting the trucking industry.
The new regulations, which will go into effect Sept. 1, 2009, include:
* No use of cell phone communication devices while operating a motor vehicle within a school zone, unless the vehicle is stopped or the cell phone is hooked up to a hands-free device.
* Drivers will no longer have an exemption to idle while getting mandated rest.
* If a person uses a motor vehicle in an offense that involves the transportation, concealment or harboring of an alien, this person is disqualified from driving a commercial motor vehicle for life.

Sales slump 56 percent for Freightliner parent Daimler Trucks
Daimler's truck business, the world's largest, swung to a second quarter loss of $716 million from an $857 million year-earlier profit on plunging global sales and restructuring costs in the United States and Japan.
Truck sales fell 56 percent to 54,134 units in the three months to June 30 from 122,809 units in the 2008 period, but Daimler said it boosted market share in nearly all its major sales regions.
Revenue from sales of Mercedes Benz, Freightliner, Western Star and Mitsubishi trucks shrunk 43 percent to just under $6 billion from $10.4 billion in the second quarter of 2008.

Fed ‘Beige Book’ Says Decline is Slowing, Transportation Still Weak
The Federal Reserve said Wednesday that almost all Federal Reserve districts are seeing the pace economic recession slow down, but the transportation sector is still showing signs of weakness.
Freight transportation continues to remain below last year’s level in the Atlanta, Dallas and Cleveland districts the Fed said in its latest beige book survey, which it issues eight times a year, surveying its 12 regional districts.

Analysts, industry watch for signs that may indicate ailing LTL giant's fate
As YRC Worldwide readies its second quarter results, analysts, investors and YRC’s competitors are eager to gauge whether the trucking giant will survive the recession and emerge a leaner, more competitive transportation player or fall into bankruptcy.
The Overland Park, Kan.-based company is expected to post another quarterly loss, following a $257.4 million loss in the first quarter and a cumulative $1.6 billion loss in 2007 and 2008.

YRC Loses $309 Million
Revenue plunges 45 percent, Zollars says carrier positioned for 'future success'
YRC Worldwide, the country’s largest less-than-truckload carrier, lost $309 million in the quarter ending June 30 as shippers apparently abandoned the troubled company in large numbers, sending revenue down down 45 percent.
The company, which has struck deals in recent weeks with its lenders and the Teamsters union to reduce its costs and debt troubles, saw shipping at its national LTL business fall more than 37 percent and tonnage per day at its regional unit decline 26.4 percent compared to the last year’s second quarter.
YRC cut some $700 million from its operating expenses compared to last year’s second quarter, but its cash holdings fell by half from the end of 2008, to $164.5 million.

NAFTA Trade Takes Record 35.4 Percent Dive
Steepest decline ever in trade using surface transportation
Trade using surface transportation between the United States, Canada and Mexico dropped 35.4 percent in May, the largest year-over-year decline on record for the North American Free Trade Agreement partners, according to the Bureau of Transportation Statistics of the U.S. Department of Transportation.
In the eighth consecutive month of falling trade, imports from Canada and Mexico to the United States in May were down 38.1 percent from May 2008 while exports from the United States declined 32 percent.
U.S.–Mexico surface transportation trade totaled $18.6 billion in May, down 26 percent compared to May 2008. The value of imports carried by truck was 23.4 percent lower, while the value of exports carried by truck was 21.1 percent lower than in May a year ago.

European Truck Maker’s Profit Slides 95 Percent
Sales, orders slump with no turnaround in sight for MAN SE
MAN SE rounded off a miserable reporting season for Europe’s truck makers by unveiling a 95 percent plunge in second quarter net profit amid plummeting sales and orders.
The Munich-based truck and engineering group earned $30.8 million in the three months to June 30 against $618.8 million a year ago as sales slumped 20 percent to $4.3 billion.
The truck division booked a first half operating profit, however, of $25.2 million thanks to the contribution of MAN Latin America, the Volkswagen truck and bus operation in Brazil which MAN acquired for around $2 billion in March.

House Approves $7 Billion for Highway Trust Fund
Senate to take up effort to keep trust fund solvent as fuel tax receipts dry up
The House of Representatives voted to inject $7 billion into the Highway Trust Fund. The House approved a measure July 29 to keep the fund solvent through Sept. 30, the end of the fiscal year and the expiration date for the current surface transportation law.
The House approved the bill in 363 to 68 vote. The Senate may vote on a similar measure to temporarily shore up the trust fund, which feeds $40 billion a year to the states to maintain highways and bridges, before its August recess begins.

FedEx Ground Plans Largest Rooftop Solar Power System in U.S.
FedEx Ground, the small-package shipping unit of FedEx Corp., today announced plans to install the nation’s largest rooftop solar-electric system at its distribution hub in Woodbridge, N.J.
The solar power project is the third between a FedEx operating company and BP Solar and the fifth solar power project for FedEx. The 2.42 megawatt solar power system will cover approximately 3.3 acres of rooftop space with approximately 12,400 solar panels

Dow Logs Highest Close Since November
Stocks rallied Thursday, logging the highest close since November, despite a late-afternoon pullback.
The Dow maintained a strong rally until mid-afternoon following solid corporate earnings reports and a drop in the number of Americans on jobless benefits before paring gains 30 minutes before the closing bell.
It was the highest close for the Dow and S&P since November, and for the Nasdaq, since October.

YRC Cash Down to Three Months, Say Analysts
Transportation industry analysts said Friday trucking company YRC Worldwide may run out of cash in as little as three months after posting a $309 million net loss in the second quarter.
Investment firm J.P. Morgan estimated YRC went through some $57 million in cash in the three months ending June 30, but the firm said in a report that the cash loss on operations was closer to $120 million when gains from sales of assets are removed.
“Our sense is that (YRC) has enough liquidity to survive for three months or a little more, but it will soon need to show a meaningful reduction in the pace of cash burn,” J.P. Morgan equities analyst Thomas R. Wadewitz wrote in a report to investors.

Mullen Group Profit Falls 10 Percent
Western Canada freight demand declines along with oilfield services
Canadian trucking and oilfield services company the Mullen Group earned a profit of $17.8 million on revenue of $202.7 million in the second quarter.
Profit came in 10.6 percent lower than in the comparable quarter a year ago as business fell off in the oilfield services segment as well as the trucking and logistics segment.
The oilfield services segment brought in lower revenue, too, due to a significant year-over-year reduction in oil and natural gas drilling activity in western Canada. Lower activity in the Alberta oilsands led to postponement of new infrastructure projects while lower commodity prices and restricted credit markets delayed the build out of ongoing projects.

It was 70 years ago when T.A. Peterman, after producing trucks to meet the needs of his lumber business in Tacoma, Wash., began to sell his trucks to the public. That venture grew into Peterbilt Motors, which this week celebrated its 70th anniversary.
This year also marks a milestone – the 60th anniversary – for the company’s dealer network. Since Coast Counties Truck and Equipment in San Jose, Calif., began selling Peterbilts in 1949, the network has grown to 247 locations in North America.

P.A.M. Reports $2.4 Million Second-Quarter Loss

Truckload carrier P.A.M. Transportation Services reported a second-quarter loss of $2.4 million, or 25 cents per share, compared with a loss of $1.3 million, or 14 cents, a year ago.
“As has been noted by seemingly everyone in the industry, general economic conditions are weak, capacity is readily available, and shippers have commitments to existing carriers that they wisely choose to respect,” President Daniel Cushman said in the statement.

Government spending increased, slowdown in private investment eased
The decline in gross domestic product slowed dramatically in the second quarter, giving hope the recession may indeed be coming to an end.
The government measure of the nation’s output of goods and services decreased at an annual rate of 1 percent in the second quarter, easing from the 6.4 percent dive, revised from 5.5 percent, in the first quarter, according to the "advance" estimate released July 31 by the U.S. Bureau of Economic Analysis.

A closely watched index of industrial shipping in the United States fell back slightly in July from the month before, Cass Information Systems announced Monday, amid growing signs that the year-long decline in freight shipping has bottomed out.
The Cass index for freight expenditures also signaled industrial shippers are maintaining their shipment activity, albeit at low levels.

Manufacturing Index Jumps 4.1 Points
ISM's measure reaches highest point in 12 months as production, new orders grow
The Institute of Supply Management's manufacturing index jumped 4.1 percentage points in July to its highest point in a year and accelerating figures in the closely watched report suggest manufacturers are setting the stage for future growth.
The report released Monday showed the main PMI index of manufacturing activity at 48.9 percent, still below the 50 percent mark that signals growth but also the seventh straight month-to-month increase in the index since it reached its low point of 32.9 in December. The increase from June to July was the largest monthly gain in that time.

No evidence 76-year-old truck driver braked before collision, killing 10
A 76-year-old truck driver was not paying attention when he slammed into six other vehicles on an Oklahoma highway, killing 10 people, the Oklahoma Highway Patrol said.
Although no charges have been filed, the trucker, Donald L. Creed, could face multiple negligent homicide charges.
The accident could raise demands for truck-driver age limits, similar to those for airline pilots, or for more strenuous physical tests for older drivers.

Oil Pulls Consumer Prices Down
Prices drop 0.1 percent in 30-nation OECD region
Inflation remains well under control in the 30-nations that belong to the Organization for Economic Cooperation and Development, the Paris-based research organization said Tuesday.
Consumer prices in the OECD nations, which include North America, Japan, South Korea and most of Europe, fell by 0.1 percent in the six months ending June 2009, compared with a rise of 0.1 percent from January through May. Month-on-month, prices rose by 0.4 percent in June, compared with 0.2 percent in May 2009. The OECD said that much of the recent trend in inflation has been driven by volatility in oil prices, which reached record highs during the summer of 2008. That makes it very difficult to make meaningful comparisons between inflation rates.

Trailer maker Wabash National Corp. said it has completed a $35 million investment in the company by a private equity firm.
The cash infusion was made by Trailer Investments LLC, an entity formed by equity firm Lincolnshire Equity Fund III L.P., a fund managed by Lincolnshire Management Inc., Wabash said Monday.

Stocks eked out modest gains in the final minutes of trading Tuesday, a lackluster session as investors took a breather and did a little profit-taking after Monday's blockbuster rally.
Pending-home sales jumped 3.6 percent in June, blowing past expectations for a 0.6-percent increase. It was the fifth straight monthly gain and the longest such streak in six years.

Pullback is Coming — So Wait to Buy: Strategists
The economy is going to show growth in the third and fourth quarters, said Tommy Williams, president of Williams Financial Advisors and Janet Engels, director of private client research at RBC Dain Rauscher.
“This has to be a bear-market rally,” Williams told CNBC.
“But it’s a great rally and the earnings are looking good. Rally is a rally, but I don’t think we’re out of the woods yet.”
Williams said investors need to have a sell discipline and that "buy and hold" is a dead philosophy. He told investors to prepare for some pullback.
Engels agreed that it's a bear-market rally, but said it has further to go based on economic and earnings numbers.

YRC Teamsters Near Deadline for Ballots
But separate contracts at some subsidiaries will require an additional vote
A top Teamsters union official stressed that all employees of YRC Worldwide will share “equal sacrifice” if proposed wage and benefit cuts are approved this week.
Teamsters at YRC, Holland and New Penn will decide the fate of the wage and benefit package as early as tomorrow — ballots had to be in Lanham, Md., by Aug. 6.
“We are hoping the vote count will be finished by the end of the day,” a Teamsters spokesman said.
However, a separate vote will be required for union workers at some YRC subsidiaries, a step not expected to slow the plan significantly if it is approved Aug. 6.

OceanGuaranteed service expands beyond U.S., Canada
APL Logistics and Con-way Freight are extending to Mexico their OceanGuaranteed service for less-than-containerload cargo from Asia.
The companies said that this is biggest expansion in the three-year-old program, which offers day-definite deliveries for LCL cargo. By combining ocean and truck transportation they deliver cargo to a customer’s store door in all major metropolitan markets in Mexico.
OceanGuaranteed, which started in 2006 as a China-to-U.S. service and expanded last year into Canada, is now connected for the first time to every major North American market.

Factory Orders Climb 0.4 Percent in June
Fourth increase in orders as shipments turn up first time in 10 months
New orders for manufactured goods in the United States increased by 0.4 percent to $349 billion in June, the fourth such increase in the last five months, the U.S. Census Bureau reported Wednesday.
Excluding transportation, new orders increased by 2.3 percent in June. However, growth in new orders for manufactured goods slower than the 1.1 percent increase recorded in May.
New orders for manufactured durable goods decreased 2.2 percent in June to $159.1 billion, following two consecutive monthly increases, including a drop of 1.3 percent in May. However, new orders for manufactured nondurable goods increased 2.7 percent to $190 billion. This increase was led by petroleum and coal products, which increased 13.2 percent to $37.1 billion. This was the largest monthly increase in petroleum and coal products since November 2007.

A bankruptcy court has approved Flying J's request to merge with Pilot Travel Centers, according to reports by NATSO, the truckstop and travel group.
Under the agreement, Flying J will dismiss antitrust litigation against Pilot, while Pilot must agree to accept Flying J's TCH cards at locations owned by Pilot or leased and managed by Pilot, with the exception of its convenience stores.

Clients of troubled trucker YRC Worldwide Inc (YRCW.O) are being approached by its rivals, who are highlighting its financial problems and trying to undercut its prices, the Wall Street Journal reported.
The paper, citing letters and documents, said FedEx Corp (FDX.N) sent a pamphlet to some YRC customers in the past few months suggesting that they move their business to FedEx.
Estes Express Lines, another rival, has distributed talking points to its salespeople and told them to send the message that "companies in trouble never give customers a heads-up that they are near the end," the paper said.

DHL agreed to pay $9.4 million to settle allegations it violated U.S. export controls for shipments to Iran, Sudan and Syria, the government said Thursday.
Export regulators alleged the express carrier violated Office of Foreign Asset Controls regulations between August 2002 and March 2007, making more than 300 shipments to Iran and Sudan. Regulations bar shipments for most goods under Iran transaction and Sudan sanction regulations.

Bulk carrier Quality Distribution posted a net loss of $186.2 million in the second quarter, primarily due to impairment charges and a related tax allowance.
Revenue excluding fuel surcharge of $137.9 million was down 23% for the second quarter of 2009, compared to the second quarter of 2008, due to a soft market, the Tampa, Fla.-based company said. "Sequentially, revenue was flat and is slightly increasing thus far in the third quarter,” said CEO Gary Enzor.

Intermodal operation loses $5.7 million on 31 percent decline in business sales
Intermodal shipping firm Pacer International lost $7.3 million in the April-June quarter, down from a $22.9 million profit a year earlier, as revenue fell 27 percent to $377 million.
Income from its core rail service offerings, a domestic intermodal oriented operation that also serves the North American automobile industry with shipments into and out of Mexican auto factories, lost $5.7 million compared with a gain of $31.6 million in the 2008 quarter.

Daimler announces 2010 surcharges
Daimler Trucks North America today, Aug. 6, announced pricing for meeting U.S. Environmental Protection Agency 2010 standards with its Detroit Diesel BlueTec or Cummins mid-range engine emissions technologies.
Emissions technology surcharges for vehicles equipped with Detroit Diesel DD15 and DD16 big bore engines, as well as the medium bore DD13, will be $9,000 per vehicle. A surcharge of $7,300 will be added to vehicles equipped with the Cummins ISC8.3 engine, and a $6,700 surcharge will be added to the price of vehicles equipped with Cummins ISB6.7 engines.
Customers evaluating BlueTec-equipped 2010 test engines report up to a 5 percent increase in mpg, said Mark Lampert, senior vice president of sales for Daimler Trucks North America. “We feel strongly that providing our customers with payback in the form of significant improvement in fuel economy is of fundamental importance and an appropriate return on their investment in 2010 technology.”

Texting Top Driver Distraction, New Va. Tech Study Finds
Truckers who text from the driver’s seat are about 23 times more likely to have a crash, or at least a close encounter, than are drivers who are watching the road, according to a Virginia university study for the Federal Motor Carrier Safety Administration.
Conducted by the Virginia Tech Transportation Institute, the study revealed that texting was, by a wide margin, the most hazardous driver distraction.

Stocks are in a "new bull market" and its main benchmark, the S&P 500, should rise from the current 1000 to the 1050-to 1100 range by the end of the year, widely followed market guru Abby Joseph Cohen told CNBC.

Teamsters at YRC, Holland approve pact, but New Penn workers say 'no'
Teamsters at two of YRC Worldwide's largest subsidiaries approved wage and benefit concessions that will provide immediate economic relief for the nation's largest less-than-truckload operator.
Union members at national LTL carrier YRC and regional carrier Holland voted 58.5 to 41.5 in favor of the package, which cuts their wages by 15 percent and suspends pension contributions for 18 months, saving the company more than $1 billion over the life of the National Master Freight Agreement, which expires in 2013.
“Now YRCW, banks and other stakeholders have to step up and do their part to ensure the company’s long-term survival,” said Teamsters General President James P. Hoffa. “Do the banks want the fate of 35,000 YRCW workers, hundreds of thousands of retirees, and hundreds of thousands of other workers to be their responsibility if they do not significantly rework YRCW’s loan facilities?”

Volume outstrips normal seasonal gains for second consecutive month
The volume of freight available for truckers surged 33 percent in June, far outstripping the normal seasonal increase of up to 12 percent, according to TransCore’s Freight Index. June was the second consecutive month of extraordinary seasonal growth, following a 20 percent increase in spot freight availability from April to May, TransCore said.

Reefer trucking volume, rates plummet in tough economy
Frozen Food Express Industries lost $5.2 million in the second quarter as the company struggled with lower volume and freight rates. The loss followed a $6.1 million loss in the first quarter. The temperature-controlled truckload and less-than-truckload carrier earned a profit of $274,000 in the second quarter of 2008.
"As we report our second quarter ended June 30, 2009 the U.S. economy remains in a severe recession and we continue to face adverse economic pressures,” said Stoney M. ("Mit") Stubbs, president and CEO. “We continue to experience significant revenue and profit challenges in the current environment. While our results reflect these revenue and profit challenges, we continue to take steps to reduce our cost structure while focusing on initiatives to incrementally increase volume and margins."

President Obama signed a bill that shifts $7 billion from the general treasury to the Highway Trust Fund, ensuring the fund will remain viable through the end of the government's fiscal year Sept. 30.
The Highway Trust Fund, which distributes $40 billion a year to states for road and bridge projects, faced a cash shortfall as fuel tax receipts dwindle and was in danger of going broke this month, according to the administration

Trucking jobs dip again in July
Payroll employment among for-hire trucking companies in July dropped 0.5 percent from June levels and 9.2 percent from July 2008 on a seasonally adjusted basis, according to preliminary figures released by the U.S. Department of Labor’s Bureau of Labor Statistics.
Seasonally adjusted trucking employment peaked in January 2007 at more than 1.45 million, according to BLS figures. Since then, for-hire trucking companies have shed 191,500 jobs, or 13.2 percent.

Stocks Rally for a Fourth Straight Week
Stocks rallied Friday, bringing their winning streak to four straight weeks, after the latest employment numbers showed signs of a stabilizing job market.
The Dow Jones Industrial Average gained 114 points, or 1.2 percent. The Nasdaq and S&P 500 each gained more than 1.4 percent, pushing the S&P back above the 1,000 mark and the Nasdaq above 2,000.
The jobs report showed 247,000 jobs were cut from nonfarm payrolls last month, less than the 320,000 expected, and the prior two months were revised to show 43,000 fewer jobs were lost from payrolls than first reported. The unemployment rate held at 9.4 percent.

U.S. employers cut far fewer jobs than had been expected, the Labor Department said Friday. What's it mean for stocks?
The jobs report seemed to look good, Cashin conceded.

Express carrier expands deferred services after sharp drop in international shipping
FedEx Express, lining up its global services to meet increasingly cost-conscious shipping, announced new deferred international services Monday for its small parcel and freight delivery services.
The expanded options will include FedEx International Economy service from more than 90 countries and territories and International Economy Freight service from more than 50 countries and territories.
Both are door-to-door, customs-cleared, services and FedEx said they will come with what the called competitive rates and delivery in two to five business days.

Sales of excess property, leaseback deals to raise nearly $500 million in 2009
YRC Worldwide will sell $81 million in property to NorthAmerican Terminals Management, leasing back certain facilities, the company said Aug. 7.
The sale-leaseback agreement followed Teamster ratification of the company’s wage and benefits reduction plan, which will save the embattled trucker more than $800 million by the end of 2010 and more than a billion dollars by 2013.
The nation’s largest industrial trucking operator has been selling and leasing back property to raise the cash it needs to meet liquidity covenants. Its banking group has revised those covenants several times this year alone.

Mexican president presses NAFTA issue at North American Leaders Summit
The United States is commited to resolving a festering cross-border trucking dispute with Mexico, President Barack Obama told Mexican President Felipe Calderón at the North American Leaders' Summit in Guadelajara, Mexico, the Bloomberg news service reports.
Trucking was one of several issues raised at the summit, which focused on Mexico's drug war, the economy and health and energy issues.
While it's not high on Washington's agenda, cross-border trucking is a hot topic in Mexico, which imposed $2.4 billion in retaliatory tariffs when Congress canceled a Bush-era pilot project that gave a select group of Mexican carriers access to U.S. highways beyond the border commercial zone.

Maersk to Stop Making Ships, Sell Shipyards
Unprofitable business closing when contracted orders filled
A.P. Moller-Maersk said Monday it will stop making ships in its money-losing Odense Steel Shipyard in Denmark, which it said has played a “special role” in the company’s history.
The company, which owns Maersk Line and extensive oil and gas production facilities in the North Sea and elsewhere, said it will also put up for sale the Lithuanian Baltija Shipyard, which it will no longer need after the closure of the Odense yard.
The closing of the Odense Shipyard is the first tangible sign that the Danish shipping giant is taking steps to follow through with the new strategy articulated by Moller-Maersk’s chief executive, Nils Andersen, that the company will henceforth invest only in profitable enterprises.
It said the increased competition has come from “the expansion of shipyard capacity in low cost countries in the Far East and most recently with China’s determined endeavors of becoming the world’s largest shipbuilding nation.”

FTR Associates: Don't Get Excited Yet
While the freight market has been showing signs of marginal improvement over the last couple months, the industry will most likely find stable waters ahead, as actual growth will not occur for some time, said Noel Perry, managing director and senior consultant at FTR Associates. The company presented its Commercial Vehicle Truck and Trailer Outlook and Update during a webinar Friday.
The bad news? According to FTR's research, there are about 300,000 heavy-duty units that are either parked or under-utilized, an indicator that the industry has some way to go before things get better. These under-utilized units are those that are active but are not being filled to capacity. Of these 300,000, 90 percent are trailers, 60 percent of which are under-utilized and 40 percent of which are parked.

EBay, GM Set to Start Car-Selling Trial Tuesday
Hundreds of General Motors' California dealers will let consumers haggle over the prices of new cars and trucks through the eBay online marketplace under a trial that begins Tuesday.

The U.S. Postal Service, long beset by financial woes, has recently felt the pinch even more acutely. On Aug. 5, the agency reported a $2.4 billion loss for its most recent quarter, a gush of red ink that is expected to total some $7.1 billion for the fiscal year, which ends Sept. 30. The Government Accountability Office recently placed the Postal Service on its "high risk" list as "an organization vulnerable to fraud, waste, abuse, and mismanagement," needing broad reforms.
"The Postal Service needs to get out a blank sheet of paper and think about a new business model," says Steve Goodrich, president of the Center for Organizational Excellence, a consulting firm in Washington, D.C.

Diesel Jumps 7.5 Cents to $2.625 per Gallon
Expectation of recovery pumps up price of oil, gas, diesel
The average price of a gallon of diesel fuel jumped 7.5 cents last week to $2.625 per gallon, according to the U.S. Energy Information Administration.
The surge coincides with a steady climb in gasoline prices, and both fuels follow a push upward in crude oil prices as the market ponders the effects of an economic recovery. Gasoline prices increased every day since July 21 to hit an average of $2.645 per gallon on Monday, according to a daily survey by the American Automobile Association. Crude oil closed Friday at $70.93 per barrel on the New York Mercantile Exchange, up more than $11 since July 10. Although supplies are currently high and demand is low, an economic recovery could change that and make oil worth considerably more.

DOE Raises Diesel Price Forecast for 2010
Lowers Outlook Slightly for Crude Oil, Gasoline
The Department of Energy held its diesel price forecast for 2009 steady at $2.46 a gallon, but bumped its projection for next year by a nickel from a previous forecast.
Trucking’s main fuel will average $2.84 in 2010, DOE said in its monthly short-term energy outlook released Tuesday — up slightly from the $2.79 it forecast last month.

Celadon's Profit Falls for 4Q, Year
Truckload carrier Celadon Group said Tuesday its fourth-quarter income fell to $167,000, or 1 cent per share, from $2.2 million, or 10 cents, a year ago.
In the fiscal year, income was $2.6 million, or 12 cents a share, compared with $6.5 million, or 29 cents, a year ago.
The carrier saw “more than a seasonal pickup in shipments progressively through the June quarter,” Chief Executive Officer Steve Russel said.

Chevy Volt Claims 230 Miles per Gallon in the City
General Motors said Tuesday its Chevrolet Volt rechargeable electric car should get 230 miles per gallon of gasoline in city driving, more than four times the mileage of the current champion, the Toyota Prius.
The Volt is powered by an electric motor and a battery pack with a 40-mile range. After that, a small internal combustion engine kicks in to generate electricity for a total range of 300 miles. The battery pack can be recharged from a standard home outlet.

There’s a lot of talk right now about big government saving America, either from a second Great Depression (according to economist Paul Krugman) or from a health-care meltdown (according to President Obama).
Well, I don’t think big government saves us from anything.
At the end of the day, it is economic freedom, market competition, and free enterprise that remain the great engines of American growth.
