Battle lines drawn over truck size
The battle over whether federal laws should expand truck weights and lengths or keep the present limitations is heating up.
“Perhaps the best strategy is the ability to use longer combination vehicles,” Kress said, arguing that LCVs could reduce congestion, emissions, fuel consumption, transportation costs and foreign energy dependence. Infrastructure improvements would be needed, but would be modest compared to what would otherwise be needed, he said.

Texas Governor Rick Perry signed legislation that will permanently allow trucks to transport overweight freight between the Port of Brownsville and Mexico.
The corridor allows trucks carrying primarily break bulk steel but also other cargoes to be loaded to Mexican truck weight limits. Without the corridor, said the port’s Deputy Director Donna Eymard, shippers would have to use two trucks instead of one and the steel Brownsville handles would move to Mexican ports.

The Cass index of U.S. domestic shipping edged up 4 percent in May from the month before, providing new evidence the decline in the freight transportation economy is leveling off.
The closely watched Cass Freight Index for shipments still fell 21.4 percent in May compared to the same month a year ago, but that was better than the record 25 percent year-over-year decline the index showed in April and the best showing since February.
The shipments index hit 0.913, one of the lowest measures for freight shipment in the last 15 years but still one of the highest monthly levels so far in a dismal 2009 for U.S. freight transportation.

Jobless Drop Buoys Stocks; Banks Gain
Stocks advanced Thursday after a report showed jobless claims fell last week and banks gained.
The market got off to a wobbly start again today after three-quarters of retailers reporting chain-store sales this morning missed their targets, dashing hopes that consumers are again digging out their wallets. But a drop in jobless claims helped turn the day around.

China and Hummer: A Farewell to Outrage
Nobody seems to be upset that Hummer is being bought by a Chinese company.
That seems to break a news pattern. Typically a foreign outfit buying an iconic American brand gets some sort of negative reaction. FedEx Corp. is starting what it describes as a multimillion-dollar campaign to derail proposed federal legislation that would make it easier for the company's workers to unionize.

Among other things, FedEx refers to the bill as "a Brown bailout" in its new campaign, a play on UPS's high-profile "Brown" marketing slogan.

EDITORIAL: Kneecapping FedEx
Democrats carry freight for Teamsters and UPS
FedEx Express is learning what could be the Democrats' economic motto --"Never Let Success Go Unpunished."
Led by Rep. James L. Oberstar, Minnesota Democrat, the House on May 21 passed legislation that contains an almost hidden provision -- a mere 230 words -- that would hobble FedEx Express. It would do so by completely changing the labor laws under which the company operates. Unless the Senate removes the language from the underlying bill reauthorizing the Federal Aviation Administration, a mere dozen or so workers in just one city could hamstring much of the nation's overnight delivery service.

Stocks End Lower as Auction Spurs Rate Worries
Stocks declined, but ended well off their intraday lows, Wednesday after the 10-year Treasury auction, which had a much higher yield than expected.
The Treasury sold $19 billion of 10-year notes at a yield of 3.99 percent, the high end of expectations, and much higher than the 3.19 percent the Fed paid at the early May auction.

Chrysler And Marchionne: What We Can Expect
Forty days. In the world of corporate bankruptcies, I guess you could call that a quick rinse. Now that Chrysler's balance sheet has been cleaned up (thanks in large part to billions in Federal financing), the auto maker is primed for life with Fiat.

New Chrysler CEO Sergio Marchionne is wasting no time restructuring the troubled auto maker and reaching out to employees. Within an hour of signing the papers officially creating a new Chrysler that is on the verge of being out of bankruptcy and in an alliance with Fiat, Marchionne sent an e-mail to Chrysler employees.
Marchionne wrote, "Chrysler will be back—strong and competitive and a rewarding place to work." He says over the next several months Fiat will begin transferring technology to Chrysler plants.

Stocks Signal 'Worries' Over Higher Interest Rates
Stocks dropped as soon as the results of the 10-year auction were announced. The yield of 3.99 percent was at the high end of expectations.
The Treasury is paying a lot more to borrow money; the auction on May 6 yielded 3.19 percent, so the Fed is paying 80 basis points more ... just one month later.

Trucker says it won't apply for bailout after all
YRC Worldwide says it won't apply for $1B bailout as widely reported last month
The nation's largest publicly traded trucking company has told its customers it hasn't applied for a government bailout and doesn't plan on applying for one, reversing intentions widely reported last month.
In a letter e-mailed to employees Thursday for distribution to customers, the company said it "has no current intentions of applying for TARP funds," but it does "want to address the structural inequities created by multi-employer pension plans."
"With the multi-employer pension plans, when one employer fails, the obligations shift to surviving union companies," the letter said. "It is the ultimate penalty for success."

RAND: Commuters Key to Freight Congestion
Shifting passengers to rail would reduce congestion for freight as well
The solution to freight corridor congestion may be through reducing commuter congestion, according to a new RAND Corporation study.
Richard Hillebrand, principal researcher for RAND’s Supply Chain Policy Center, earlier this week said that separating or reducing the number of commuters in urban areas, by shifting passengers from highway to rail, or separate highway lanes for passengers and trucks, would reduce congestion for both.

How Safeway Is Cutting Health-Care Costs
Market-based solutions can reduce the national health-care bill by 40%.
Unless you were hiding under a rock today, or you were stuck behind a desk, you probably heard about this story on AM Radio, XM Radio or TV from a least 5 or 6 different programs..
At Safeway we believe that well-designed health-care reform, utilizing market-based solutions, can ultimately reduce our nation's health-care bill by 40%. The key to achieving these savings is health-care plans that reward healthy behavior. As a self-insured employer, Safeway designed just such a plan in 2005 and has made continuous improvements each year. The results have been remarkable. During this four-year period, we have kept our per capita health-care costs flat (that includes both the employee and the employer portion), while most American companies' costs have increased 38% over the same four years.

The Hole FedEx Can Drive Its Earnings Through
Regardless of what specific number FedEx (FDX) records with its fiscal fourth-quarter earnings report on Wednesday, it’s going to come as a surprise to someone in the analyst community. The only way it can surprise everybody watching would be to post a year-over-year improvement in earnings - that’s doubtful, bordering on impossible - and, what’s more, there’s little chance it’s going to prompt analysts to get constructive about the stock. There’s 16 holds among the 20 analysts covering the stock, and the betting is that the results themselves aren’t going to change many minds...............
Fundamentally, nobody really believes that the environment is going to have picked up for the package-delivery business. Consumer spending has remained reticent, and business orders have stayed weak. That’s left analysts to continue to predict weakness when FedEx records its results. Based on consensus, which is pegged close to the mid-point of the earnings range, estimates are expected about 65% below year-earlier levels.

Stocks Slide for a 2nd Day as Banks Drag
Stocks ended lower for a second straight session in light volume as the glow from housing starts faded and banks skidded.
Stocks started the day higher after an unexpected jump in housing starts but there wasn't a lot of conviction in the market's climb and by noon, major indexes were in negative territory.

It's No Bull: Bears Are Still In Control of the Stock Market
Pay no attention to that 35 percent gain in the past three months—this is still every bit of a bear market, no matter what traditional definitions say.
That, at least, is the opinion of many market pros who say that even though the surge off the March lows fits the technical definition of a bull market, a broader view indicates otherwise.

Cash For Clunkers Program - A Clunker?
Driving an old car your friends affectionately call a "clunker"?
This "Cash for Clunkers" bill is evolving into one of those pieces of legislation that politicians will crow about as a sign of progress, but the impact could be limited. It appears the number of car owners who "fit the profile" of being eligible to take advantage of the program is pretty narrow. Could that change as gas prices move higher and people driving gas guzzlers look to bail out? Maybe.

Is This The Start Of The Correction?
The S&P 500 is down 3.3 percent from it's Friday highs, which was the closing high for the year.
The most important factor is changing sentiment: it involves a changing consensus of the way traders look at events.

FedEx’s Smith: “Worst Behind Us”
Carrier chief sees stability after company loses $876 million in fiscal 4q
FedEx reported an $876 million net loss in its fiscal fourth quarter ending May 31 on Wednesday but company chief Frederick Smith said he believes the economy likely appears to have reached the bottom.
“We believe the worst of the recession is likely behind us,” Smith told a conference call on FedEx’s report on its 2009 fiscal year. “We do see signs of stability.” Those include stabilizing declines in express traffic and broader reports on the economy that suggest companies will begin restocking depleted inventories even if the economy remains weak.
The less-than-truckload unit lost $106 million in the quarter as revenue fell 28 percent.

FedEx swings to fourth-quarter loss
FedEx executives told investors they believed the worst of the economic downturn was behind them.
The note of optimism came during an otherwise sobering review of the package-delivery company’s fiscal fourth quarter, during which its net loss widened from a year earlier on goodwill writedowns, and the company warned that it would slog through harsh conditions for another six months.
The quarterly shortfall capped a fiscal year its chief executive, Fred Smith, called “the most difficult economic conditions that the modern world has seen since the end of world war two.”

Should GM Change Its Name?
It is an idea that has been floating around Detroit among those in the auto industry. Should General Motors [GMGMQ 1.25 --- UNCH (0) ] change its name? When I first heard this question, I chuckled and thought, "Would it really be wise to throw out a well known name after 100 mostly successful years?"
