Per the NMFA that 67% voted YES on. Any freight that was not in the system, on 4/1/08 is NEW freight. Therefore, according to the new NMFA, which 67% voted YES on, any freight, subject to the above limitation, that is on any YRC dock, in any terminal, that a UE touches is now UE freight.
