Old Af, I am confused. Is FedEx Freight under the same railroad regulation as FedEx Express? If not then can each FedEx Freight terminal be organized individually?

No, only FedEx Express, the original company, is under Railway Act, because it was founded as an airline.

The other companies, FedEx Freight, FedEx National LTL, FedEx Ground, etc., were formed through acquisitions, have zero connection to the Express airline segment (operationally speaking) and all fall under the National Labor Relations Act. So yes, they can be organized individually.
