This could be a possibility. The teamsters do have a specific plan to organize the entire company.

The rest of the terminals will have to go through the normal process of signing enough cards to have a secret ballot vote.
So until there is a vote, the only terminal that currently has representation is Indy.
I could be wrong, but that is the way I understood it to be.
