"Regulations state a CLP holder must be accompanied by a CDL holder in the front seat of a truck while driving on public roads or highways. However, under the exemption, as long as the CLP holder has passed the CDL skills test, he or she can drive in team operations until returning to his or her home state to receive a CDL. FMCSA says through the end of 2016, CRST reported zero accidents to the agency involving drivers operating under the exemption."
Pulling someone else’s trailer is nothing new. The thing that will make a difference is how much Uber will take from the O/O,or carrier off the top for the trailer rental, or fees associated with the final destination; like drop or spot charges, sort and segr. According CRST safety manager, Big Dave Outwest, walking paths and beaches are connected to boardwalks, so any issues with 1, connects to the others. So conceivedly, a driver could get stuck in sand, leave tire tracks in a walking path,or pieces of roof on same walking path, and as long as they end up on a boardwalk, it is just considered, A single chargeable, not multiple ...I’m so glad you clarified with the boardwalk comment but what about walking paths and beaches...are they included?

From where I sit, I see significant numbers of rentals (trucks and trailers) taking up the slack. Of course the number of trucks/trailers on the deadline contributes to the equipment shortage too.
If we did have the equipment we needed, then the problem would be drivers to fill them.
