Sounds a little bit like consulting work to me, just providing jobs.

We all can't be experts in everything. Oftentimes there are tasks needed that demand a level of narrowly-focused expertise but doesn't warrant a FTE. Same reason you might pay a lawyer or doctor $500/hr+ but don't have an in-house one on retainer.

Companies that successfully compete in the marketplace thrive and rise to the top.
People who make themselves employable are never worried about the "bottom".

Most (certainly not all) mostly younger, people that had good driving records left YRC Companies soon after concessions were discussed. There are always jobs available for drivers with good records.
