i had actually read in my newspapers years and years ago, these kids had a dog tied up and one kid on one side of the road and the other across the road. this was a state highway, not interstate. they would take turns pulling the dog across the road to be hit. someone called it in, the cops got there, and the dog thankfully ran away, as did the pukes.
